Nicolae „Nicu” Popescu s-a născut la 25 aprilie 1981 în Chişinău, Republica Moldova. Studiază la Universitatea de Stat de Relaţii Internaţionale din Moscova, Federaţia Rusă (licenţă în ştiinţe politice şi relaţii internaţionale, 2002) şi Universitatea Centrală Europeană din Budapesta, Ungaria (masterat în relaţii internaţionale şi studii europene, 2003; doctorat în ştiinţe politice magna cum laude, 2009).

Lucrează în calitate de cercetător (Centrul pentru Studii Politice Europene din Bruxelles, Belgia, 2005-2007), şef de programe şi cercetări (Biroul Consiliului Euorpean de Relaţii Externe/ECFR din Londra, 2007-2009, 2011-2012), consilier pe politică externă şi integrare europeană (Cabinetul Prim-ministrului Republicii Moldova, 2010, 2011-2012), analist principal (Institutul Uniunii Europene pentru Studii de Securitate, 2013-2016), lector universitar (Institutul de Studii Politice din Paris, Franţa, 2016-2019), director de program („Europa Extinsă”, Consiliul European pentru Relaţii Externe, 2018-2019).

Nicu Popescu devine ministru al Afacerilor Externe şi Integrării Europene al Republicii Moldova (8 iunie 2019 – până în prezent).

În perioada 18-19 septembrie 2019 domnul ministru Popescu face parte dintr-o delegaţie a Guvernului Republicii Moldova, condusă de doamna prim-ministru Maia Sandu, care a efectuat o vizită în Statele Unite. La 18 septembrie 2019, în contextul vizitei în Statele Unite a delegaţiei, a avut loc la Washington, la sediul Congresului SUA (Rayburn House Office Building) o întâlnire cu diaspora. La sfârşitul acelei întâlniri, domnul ministru al Afacerilor Externe şi Integrării al Republicii Moldova, Nicu Popescu, a avut amabilitatea să îmi acorde un interviu în exclusivitate.

 

1. Domnule ministru Nicu Popescu, sunteţi ministrul Afacerilor Externe şi al Integrării Europene din Republicii Moldova. Care sunt obiectivele vizitei dumneavoastră în Statele Unite?

Avem un parteneriat strategic cu Statele Unite. Avem o relaţie excelentă, avem sprijin enorm din partea Statelor Unite, atât în plan politic, cât şi economic, financiar, educaţional şi vrem să dezvoltăm această relaţie. Anterior, Moldova şi Statele Unite au trecut prin nişte etape, relaţii mai dificile. Anul trecut USAID-ul, Agenţia americană pentru asistenţă, a suspendat sau a îngheţat mai multe proiecte de asistenţă pentru Moldova. Uniunea Europeană anul trecut a suspendat asistenţa oferită Moldovei. Acum suntem în poziţia de a redeschide uşile la Washington, la Bruxelles şi această vizită se înscrie în aceste eforturi diplomatice de a reconecta Republica Moldova la spaţiul vestic.

2. Foarte încurajator. Vă mulţumesc. Care sunt provocările cu care se confruntă acum Republica Moldova pe linia domeniului dumneavoastră de activitate?

Deci, domeniul meu de activitate nu este izolat de alte domenii. Principala sfidare cu care se ciocneşte Republica Moldova este corupţia, un grad enorm de corupţie, care creează riscuri economice, demografice, geopolitice. Pentru că ştim bine că nişte instituţii corupte sunt, inclusiv, deschise unor influenţe geopolitice nefaste. Şi în acest sens, corupţia este principalul flagel de care se ciocneşte Republica Moldova. Şi pe plan diplomatic, evident, suntem într-o regiune în care există mai multe clivaje geo-politice pe care trebuie să le gestionăm.

3. Ultima întrebare, domnule ministru. Cum vedeţi, în opinia dumneavoastră, rolul României în îndeplinirea dezideratelor pe care Republica Moldova şi le-a propus?

Avem o relaţie excelentă cu România, este cel mai mare partener comercial. 27 la sută din exporturile Republicii Moldova se îndreaptă spre România. România ne sprijină atât în plan bilateral. Avem mai multe proiecte de interconectare a infrastructurii. Scopul nostru, scopul guvernării de la Chişinău este să trecem, să nu ne limităm doar la comunitatea de limbă, cultură şi istorie cu România, dar să dezvoltăm o comunitate de infrastructură. România construieşte un nou gazoduct în Republica Moldova. Ne dorim construcţia mai multor poduri. Vrem să conectăm Republica Moldova la Autostrada Unirii, care se construieşte. Deci, avem o sumedenie de proiecte care vizează beneficii concrete pentru cetăţenii de pe ambele maluri ale râului Prut şi vizează, într-o ultimă instanţă, reconectarea Republicii Moldova la spaţiul european prin România şi cu România.
